The distribution / distributed solutions means the SAP system installed across multiple hosts. Like DB instance/Central Instance/Dialog instance etc. But the HA means high availability of full system. Means if the primary system down user can work using secondary system. To make the HA system we need to synchronize the single point of failure(Database and Central Instance) of SAP system. I think it is clear to you now.
