Disp+work.exe starts then stops

HI All,

I have set up a NW 7.4 abap server with GRC and Fraud Management on Windows Server 2008 R2. The DB is HANA. Recently, I noticed that the disp+work.exe process has stopped. I haven't changed anything on the server that I can recall. I have restarted the server as well as services. Checked all the user credentials. upgraded the kernel, than reverted to the original, still no luck!

Error message:

0001user is locked; try again later: lock time is 1440 minutes;
